Change that to widows: 1 and orphans: 1. Widows and orphans must be positive integers so 0 is not a valid option for that pair and can/will result in the default which is probably 2 being used.

As @DNSB stated, you should use "1", not "0". The device seems to interpret 0 as 1, but, maybe that has changed. But, overall, I don't think the widows and orphans handling has change. The footer has changed, so it might seem that there is more space at the bottom. But, I am pretty sure the text goes down to the same place as before.

The card is new in the past year, the same issues have occurred with the previous, older card so I doubt it's that. It *could* be the reader, but again it happened before I updated the firmware (the previous firmware couldn't read the card, so I had to do an update of the firmware).
At the moment, I would recommend updating to at least 4.23.x firmware. This has updates to underlying filesystem tools that drastically reduces the how often Windows prompts to check the filesystem on the device. This should help with your problem.

But, I would really recommend 4.25.x. The dictionaries updates in 4.24.x are a vast improvements and the other changes are good. But, there some fixes to the dictionaries and in other places that are worth it.

It seems to be another one of those things that 99% of the people using a Glo never have happen.
I go with what davidfor said. Plus, there are patches to change the size of the header/footer and the amount of space they take up. I have mine set to be smaller and the space is very minimal. Here is a screenshot of my H2O with the header/footer visible.

Oh my gosh, I remember when everyone said to set their widows/orphans to 0! 🤣 Changing them back to 1 for all the books I have may just kill me, so I'm living with it. It's only my current firmware that has an issue with it.

I'll look into updating the firmware- and I say this with gritted teeth because I would rather spork my eyes then update firmware. Hopefully it'll be available for my basic Glo, ugh.

Thank you for all the replies! ❤❤

I remember that time and the few of us who kept posting that 0 was not a valid number.

The other option a KoboPatcher patch which disables widows/orphans so you don't need to worry about the CSS. Going off my memory here, it should be in the librmsdk.so.1.0.0 patches as "Disable orphans/widows avoidance".

Kobo firmware 4.25.15875 is available for your Glo. An OTA update should work or you can download it from @geek1011's Kobo Firmware Downloads web page.

However note that depending on the page layout, the bottom margin can still vary.

There is an option in Kobo eReader.conf (.kobo/kobo) on a Kobo that will ignore widows/orphans with RMSDK (ADE)/ePub.

Code:
[Reading]
readingAdobeOrphans=1
readingAdobeWidows=1

From my reading on this, it sets the value to use if there is no Widows / Orphans set in the Epub.
