Nancy started out as a 16-year-old blonde. Her age was later upped to 18 and her hair color morphed to "titian." Later the color was often referred to as strawberry blond.

In TV adaptations, she's had light brown, brunette, and reddish hair (probably other colors as well). I don't think of her as a redhead, but the part of the clue that threw me was "runs" ("Redhead in roadster runs riparian burg"), which seems to indicate some sort of public official.
