Is there any Reader that supports ePub 3.2? I have no idea what version ePub 3 access on Kobo supports.

As usual, your posts clearly show that you don't know what you're talking about. All readers/apps that support EPUB 3.0.1 also support EPUB 3.2. To quote the W3C:
