calibre viewer: link to footnotes

The calibre viewer handles the links in two different ways: links to footnotes are opened in a pop-up window, links to pages are opened without a pop-up window. What criteria are used to distinguish between the two types of links?

The most robust way is to use the EPUB 3 footnote markup. Otherwise it is a heauristic based on vertical-align, existence of backlinks, etc.
