ynching annotations/highlights between apps/devices

Using a single book file, consider 2 scenarios:

1) Synching 2 apps in a same device.
Lets say, for whatever reason, I need to delete my current reading app and install a new one (for example

Librera instead of Moon+) and I want to transfer the book to the new app preserving the highlights/notes

as I look through the pages. Is it possible? If yes, what do I need to do?

2) Synching one application between devices
Lets say, for whatever reason, I need to transfer the book from my Android Tablet to my PC, having the

same application installed in both (for example Adobe Digital Edition), and again, I want to preserve

the highlights/notes as I look through the pages. Is it possible? If yes, what do I need to do?

It seems to me transfering highlights and bookmarks should be a pretty straightforward task but

apparentely it isn't and it would enlightening to know why.
Please give me all the feedback you can and thank you in advance.
