Other then going from a glass screen to a plastic screen and/or going to a larger screen size, what could Amazon do to the PW4 tat would make it worth coming out with another model?

It's still missing the warm light. Afaik, that's pretty much the biggest difference from Oasis 2 to Oasis 3.

I think Kobo's entire current line up has warm light from Clara HD to Forma.

Yes for sideloading and reading.

Jailbreak availability is both model and firmware dependent. Unless one has a really old model (PW1 and earlier), this one's not guaranteed.

Not necessarily.

Iirc, PW4 was on sale for around the same price last year near MLK Day. This is probably just on of their normal sales.

I agree. Being open to high strangeness and endless possibilities like modified release schedules does make life more interesting. The Paperwhite makes a great device for reading about all things Fortean, too.

(Personally, I recommend starting with Fort and then branching to Keel and Vallée.)
