Definitely not by me, I'm afraid. That looks like a re-coding job not a simple CSS fix. geek1011 may have a different opinion as he's more likely to have the skills to do it.

I would hope the header/footer swap would just be a CSS swap. I could very well be wrong.

I'm afraid you are. Css only define the style, you apply css to a text, a data, not include the data in the css (unless there are strange variants I don't know).

Depends on how Kobo handles it. If they look at it as a whole page maybe.

But it’s more likely that the header and footer are two separate things entirely and they just run the needed information through them.

Meaning it’d be a code issue not a CSS change.

Right, they may be two separate things floating in the viewport which have something like #header{position:absolute;top:0} and #footer{position:absolute;bottom:0}. In such a case the positions could be reversed trivially in CSS only without data being modified.

It's probably best to let someone actually look.

Yes, but not the something And... if you are talking about offset inside the page... I think it's too much but who knows, perhaps some big positive and negative numbers for margins work.
