			The MacRumors article pointed out that iOS 13.1 comes out the same day as iPadOS, and they pondered the same question suggesting that iPadOS might be initially released as 13.1 rather than 13.0.

			Makes sense, 13.1 is supposed to improve mouse support and for some that will be important.

			Iirc, my test iPad went straight to 13.1 Beta before the keynote so I'm guessing they're gonna skip 13.0 on iPad.

			Well, let's not lose perspective on this: mouse support in iPadOS is officially considered an accessibility option. In fact they have basically just implemented it as an extension of touch assist, a feature which has been in the operating system for years.
