Dry county has a different meaning here in the US.

Even though the west of the country is certainly wetter than the east (because most weather systems come in over the Atlantic Ocean from the west), we still get sufficient dry and warm days to permit one to read outside a lot. I was doing so earlier this afternoon, in fact.

i read outside, but usually in the shade if the temperature is high. i don't want myself to be baking under the sun. but if the temperature is comfortable, i don't mind reading in direct sunlight. white noise keeps me alert when i'm reading something boring. so i don't mind some music in the background. but the music (whatever genre) has to be at a low volume.

I read on my front porch in the morning and early afternoon. Once the sun is shining on the porch I go inside to read. I've lived here for 14 years and I've been doing that the whole time.

When I was younger I used to go to the park and sit in the grass under a tree and read. I did that for a lot more than 14 years.

Of course all of this is weather dependant. I do it when it's comfortable. That can include winter if it's not too bitter. And pretty much all summer.

When I’m outside, it is usually for some other purpose incompatible with reading text. If it is a nice enough day to be out reading, I’d rather be going for a hike somewhere (and there are these things called audiobooks that let me read while doing that). I’ll read while eating lunch outside, but that’s about it. And it has to be in the shade somewhere for the most part, not at high noon with potential for sunburn, sweating, etc.

I read outside on a daily basis, because of public transport. Sometimes, I'll also read outside when sitting at a café's terrace. Normally I don't go and sit outside, specifically for reading.

The best place to read is in the hammock. But I prefer the half shade for that. We have an ash tree, that has some nice shadow (a narrow leaf and not a thick covering).

I prefer to avoid direct sunlight, mostly in summer.

I do not like to sit outside at restaurants. Around here the smokers eat outside so they can light up and I do not enjoy cigarette smoke with my meals.

I don't like to eat outside (when having a meal) either, because of the flies.

In the Netherlands, smoking in restaurants and cafés has been banned 10 years ago (or so), but it's not banned for terraces yet. That ban is probably coming though, as it has been discussed in parliament earlier this year.

While smoking in outdoor seating at restaurants is not prohibited, many restaurants and cafes, if not most, prohibit smoking anywhere on their premises in my state. So even without a law, it's being banned. As a former smoker, I do support this given the data on the increase in health problems from second hand smoke for long time non-smoking wait staff.

During the spring and summer, I often walk to a local coffee shop and read where there is outside seating. I also sit outside on the patio at home. Dedicated ereaders are perfect for this. Alas, the good weather doesn't last long where I am...

Around here, the restriction is 6 metres from doors, openable windows, air intakes, etc. Not many restaurants have seating that is far enough away to allow smoking. This is why the covered patio at work is no longer used by smokers making a much more enjoyable place for me to read on a rainy lunch break.

On the other hand, I understand, your West (especially Wales) can be especially quiet, if compared with computed English density even in the countryside (which should be humongous and yet is a halvish of the local one here)...
You have 300 people per sq.km and yet only 50 in the countryside. The West fades human presence away.
Potentially fully remarkable places to get some work done.

When I was in high school I'd frequently skip the bus home. The walk would take me through a park and I'd stop to read the latest issue of F&SF, Galaxy, or If. In college I'd read books in some of the open areas on the main campus.

These days I try to read out on my back deck for at least an hour any day that it's not raining or snowing. As long as there's direct sunlight, I'll be out whenever the temperature is above 20°(F).

20°(F) is considered extremely cold here. Probably like -20°(F) where you live.
