Sigil is an ePub3 editor; it allows you to assign 10 toolbar buttons to clips. You can also assign keyboard shortcuts to 10 additional clips.
(To display the Clip Bar right-click the title bar and select Clip Bar.)

Set your Sigil Preferences to start up new ebooks as epub3. The clips and toolbars work as desired and epub3 specific menus are activated for things like the nav, and manifest properties, and the metadata editor becomes epub3 specific.
