Think whoever decided we need to go cashless, and become a cashless society, has never worked a day without electricity and card machines/cellphone access. Our electricity supplier had to do "maintenance" and we ended up with 13 hours of no electricity, no cell coverage, and ended up with two hours without water. Thus regularly had to tell clients, "sorry we can't help you"

I'm not understanding the connection between the "cashless" comment, and the rest of it.
Also, why did being without electricity mean you were with out cell service? Was the whole region without power? All the cell towers down?

Yup. Any country dweller thinks immediately of water when the power goes out. (No flushing the toilet either ... same water source!)

Even though I now live in the city, I am wired to worry about water when the power is out.

The whole area (meaning our little town and everything to the next town (that's 60km away)) was without power, thus the cell towers' backup batteries was drained after 2 hours, thus we couldn't use our card machine, the ATM's was offline (the local bank was only open to receive money and make change, they couldn't process the monies), thus the only business we could do was based on money. And with the banks and "security" experts blurting it all over society that money is a "security" risk and paying with a card is "safer" it made it difficult for all businesses in our town.

I thought of that too. What confused me was 13 hours without power but only 2 without water.
When we had a water well, no power no water at all until the power was restored.

I live in South Africa, The nearest "big" town is three hours away (there is a bigger town an hours drive from us). Our water comes from boreholes, and the backup electricity ran out about four hours before the power came back on, and the water pressure fell to non-existent two hours later.

"But I keep getting a busy signal, you call for me. " Maybe it is busy because the rest of the city and surrounding areas are out, too? "Now my water is out, too. I can't even see my dogs, much less feed and water them. " Do you keep your dogs underground or in a windowless building? It is 2 in the afternoon, you should be able to see to feed your dogs. "I need my electricity on now, my medicine in the refrigerator is getting warm. Call them or come turn it on" Again, I cannot call for you. And WE do not fix electric lines. "Why is my water out? " Because you live in the country and the pump the co-op uses runs on electricity.
These are common things people call law enforcement for after storms. Those, and what to do with downed branches.

I did once call law enforcement after my power went out.
The call went something like this.
Me: A guy just ran over a power pole behind my house. At this and that street. My husband has gone to see if anyone is hurt.
Dispatch: Thank you for calling. We have been getting calls from street to street and street to street saying there was an explosion behind their house. The calls covered roughly a one mile area.

No one was hurt. When hubby and subsequently the cops, truck still there. Driver had disappeared.
