Maybe you were thinking of the first book, Assassin's Apprentice, which has many of the same characters but is 2 to 4 trilogies before than this one (depending on how you count the Rain Wild and Liveship Traders books). I loved the first trilogy but haven't finished the others yet.

Kobo Canada's Series of the Month, on sale through July 31st, is:

The Imager Portfolio series by L. E. Modesitt Jr. (ISFDB, Wikipedia, SFE), centuries-spanning epic fantasy published by Tor Books. From the looks of it, this promo is not available in the States, and only #6 is discounted there, the rest are $7.99+ USD. ETA: apparently this is a promo to boost the expected #11, which is released later this month.

Up to #9 is part of the sale. All individuals are just $2.99 CAD each, and if you don't already have any (#1 & #4 have been discounted earlier this year), the cheapest way to get the lot is with the omnibus editions for #1-3 ($7) and then #4-8 ($12), and then get #9 on its own.

Also, there's some nice sfnal stuff in Kobo Canada's Canada Day sale (expiring on July 4th), and their Get Hooked on a New Series sale (expiring on July 5th; seems to also have an equivalent promo in the US with slightly different titles).

For $2.99 from Canadian authors in the Canada Day sale, there are Tor titles by Jo Walton and Madeline Ashby, Orbit titles, previously DAW backlist from Tanya Huff, Nalo Hopkinson (under Literary Fiction; may not be one of her sfnal works), etc. Some is probably matched elsewhere but the Kobo stuff in the Canada Day sale gets 5x Bonus Points, if that's an extra enticement. Kobo US is also having a 4th of July sale, with a different selection and 4x Bonus Points, with titles including an Octavia E. Butler graphic novel adaptation and some Brian Froud fantasy artbooks.

The New Series sale adds discounted reprinted works under $4 CAD (couponable/VIP-eligible) by the late Randall Garrett, James P. Blaylock, Adrian Tchaikovsky, Aliette de Bodard, Ian McDonald, and more.

This is a middle book in the series and I would recommend starting with the first book but otherwise I would recommend this book and the whole series

I was looking at the Randall Garrett ebooks on the Kobo and Amazon.ca sites and noted that they had 3 Lord Darcy ebooks at $9.99 Cdn each. I took a quick look at Baen's site where I purchased a single volume with the same contents as the three volumes plus an additional short story (The Spell of War where Lieutenant Darcy and Sergeant O'Lochlainn are involved in a battle against the Polish) for $4.00 US. Sadly, the Baen edition is only available for download if previously purchased.
