You can use Charis Sil, it is free to use and there is also a small caps variant.

This used to be the case in the past. However, the latest RMSDK 12.5.0 based Windows and Android ADE versions support both font-variant: small-caps and font-feature-settings in epub3 books. (Note that ADE apparently generates fake small caps, if font-variant: small-caps is used.)
