Alright, replace "\\t" with what works for you normally ("\t"? or "<press TAB>" ? or whatever --- sorry, I do not use Windows, I do not know.

Alternatively, change the TAB in the input file with some other character (e.g., "#" ?) and use it as the value for --csv-fs, instead of "\\t".

Since I see a "penelope3.py" file, I guess you are using an old version.

Please update to the latest one. https://github.com/pettarin/penelope

Once you have updated Penelope, you need to create a en_my.zip ZIP file, containing the .dict.dz, .idx, .ifo and .syn files, and then run:

Code:
python -m penelope -i en_my -j stardict -f en -t my -p kobo -o dicthtml-en-my.zip
from the directory containing the en_my.zip file.

im sorry, its my first day using ubuntu. im not familiar with the location structure of linux and how to execute it in terminal (they dont have C:\ like in windows). ive install penelope using pip and placed all the stardict 'en_my' files at ubuntu desktop.

noticed that the version that i was using is the older version because I dont really know how to compile (if thats even necessary) or use latest penelope on the github. (well i sort of fail installing penelope using pip on windows because of error building wheel for marisa-trie). im that bad hence the reason why it takes me 4hrs to set things up.

PS: im running windows 10 with ubuntu 16.04 (vmware)

Copy the pip to the folder.
download and copy to the foder "install lxml-3.6.4-cp35-cp35m-win_amd32.whl" and "marisa_trie-0.7.2-cp35-none-win_amd32.whl" from here http://www.lfd.uci.edu/~gohlke/pythonlibs/#lxml install with pip.
Install penelope.
If it ask for microsoft visual c++14.00 download and install from here.
Use Python 3.xx.

EDIT:
There is a problem with penelope when using python 2.xx.
The file "en_my.dict.dz" you need to rename it to "en_my.dict.gz" extract the file, and use it instead.

1. Distributing Python projects is a bit frustrating, I agree. Luckily pip helps a lot, but only on Linux/OS X. Windows users unfortunately are penalized by the lack of commitment by Microsoft.

2. Your suggestion of "writing down" a procedure is good. In fact, for larger projects (e.g. https://github.com/readbeyond/aeneas...ALL.md#windows ), I have done it. There are project-specific steps to consider, though. Perhaps some Window user should put online a generic guide. I do not use Windows, so I am not the best candidate for writing it.

3. The dict.dz / dict.gz thing seems to be Windows-specific. In fact, a .dz file is a GZIP file, with special headers. Any compliant GZIP decompressor should be able to read it. However, for writing it one needs a "special" compressor.

4. "im not sure my dictionary is working" => see https://github.com/pettarin/penelope#kobo-devices , open an ebook, and make sure you select a word that is in the dictionary (otherwise, you are not testing anything!), e.g. a common word. If that does not work for you: "write me an email, I will send you the Kobo file back".

BTW, your dicthtml-en-my.zip file looks good to me. It is slightly different than the file I produced on my machine, but that might be explained by different versions of the GZIP/ZIP/MARISA libraries and that you are using Windows, while I am on Debian.

However, since I no longer have a Kobo, I cannot confirm it works indeed.
