I can find the full ruling in almost every European language except English! Probably I am just missing it, although the idea that Brexit already slipped in does come to mind

Can anyone explain what this means in practical terms?

I'm guessing it has to do with titles that are available to the general public as eBooks, but not to libraries through Overdrive and competitors. Just a guess.

If you mean the 1 1/2 page Press Release, answer is -- digging deeper. I couldn't figure out from that the real impact of the ruling. Does it destroy Overdrive's European business model by allowing libraries to buy eBooks at consumer prices? Does it keep everything the same except that libraries using Overdrive (or a competitor) have to pay an additional fee to authors? Does it just apply to eBook titles not now specifically marketed to libraries? Or is it none of the above?

As to other English language news articles, beyond that in ars technica uk, I can't find them.
