I was thinking they don't always show the road construction.
I think it depends long term or short term and urban or rural.
Just looked at Google maps. It doesn't show all construction or ways around it.

Get yourself a Humvee and go cross country. If there's a fence in the way; drive through it. If some homesteader objects, tell him it's open range and your Humvee doesn't like being fenced out.
