Does it also automatically interface with the plugins?

Yes 9 works with epub2. There is no plan to phase out epub2-support.

As to "automatically interface with the plugins," I'm not sure what you mean. 0.9.x comes with it's own integrated Python3 (on Windows and Mac) that is configured to be used by default (meaning you no longer have to have Python installed separately on your machine to make use of the plugins). But individual plugins will need to be downloaded and manually installed. There is no integrated method for finding/getting plugins, though. You'll have to be more specific if that's not what you meant.

That would depend on the requirements of the individual plugin. For the most part, though, no. An exception would be the EpubCheck validation plugin. It needs to be able to find Java on your machine (since EpubCheck is Java-only).

The plugins are installed in a different folder than Sigil. I.e., once you install a new Sigil version, you should have access to all your previously installed plugins, because Sigil will automatically search that folder for plugins.
As for the epubcheck plugin, you may want to install the latest version (0.3.6), because one of the older versions had a bug that caused Sigil to save invalid epub files under certain conditions. (The new version will also automatically check for plugin updates.)
If you install Sigil 9.2, make sure to select Use Bundled Python in the Manage Plugins dialog box.
You'll also need to separately install FlightCrew, which has been converted to a plugin.
