PayPal Terms

Wow, they've got Carrie Underwood's Greatest Hits Decade #1 album for 99 cents. Too bad that I don't care for her music. Although I love what she does on Sunday Night Football. Even though she's no better than Faith Hill was.

But I'm supposed to be looking for ebooks . . . .

I think that you're right: "To apply this Offer, you must . . . . b) receive an email from PayPal providing the Offer . . . ."

I'm a PayPal customer, but I don't think that I got an offer in my email. I've have to go back and check. If not, this was probably a targeted email--trying to reach a certain segment.
