That's before the shortlist is announced, and is relatively common. Neil Gaiman withdrew Ocean at the End of the Lane last year, and Larry Correia withdrew Monster Hunter Nemesis(?) this year. You don't necessarily hear about that until after the awards, when the details are released. The next book on the list gets promoted to the shortlist, provided it has the votes to qualify.

Withdrawing after the announcement of the shortlist is a different matter. I believe it has been done before, but I don't think the withdrawn entry necessarily gets replaced.

I seriously doubt that the Worldcon organization wants the headache and bad press associated with trying to give an award to someone who expressly asked to not be considered for it (should a withdrawn entry happen to win). They won't run that risk. What are they going to do, chase a winner down and serve the rocket like a subpoena?

After reading some detail about this issue, I noticed that Jim Butcher's "Skin Game" is on the "slate vote list" for Sad puppies.

I don't like the idea of this slate list voting thing, but I DO think it's unfortunate if Jim's book is somehow negatively affected due to it being on that list.
I quite liked "Skin game" and generally like the Dresden files series.

Still, I've never voted on the Hugo awards and never looked at what books were being nominated, so whatever happens won't affect my buying of books either way.

FWIW, it doesn't seem like they've broken any rules, but it does seem unsportsmanlike.

However reading about this issue HAS brought the Hugo awards to my attention and even the books that are nominated.
So actually this controversy has had the positive effect of getting me to consider the books that are nominated.
"The Goblin Emperor" looks like an interesting read.

I can't find any "official" confirmation yet, but social media seems fairly confident that Liu Cixin's Three Body Problem has replaced Kloos' withdrawn Lines of Departure on the Best Novel shortlist.

On my TBR pile. And it's kind of a shame that Kloos decided to drop out. I've had his "Terms of Enlistment" on my TBR pile for a while and just started reading it when he decided to withdraw. Not sure it's Hugo worthy (though I also didn't think Scalzi's "Red Shirts" was Hugo worthy either), but it's a mighty fine Military SF.

I'd never really heard of Kloos until this year's Hugo dustup. But his actions and the thoughts he's shared in this clearly difficult situation he found himself embroiled in guarantees I'll be trying something of his sooner rather than later.

I've read Three Body Problem, and I think it is worthy of the award. It is essentially Chinese, though, so I'm thinking that it won't be everyone's cup of tea on this North American continent.

Likewise. They were good, entertaining reads and I will be buying his next one when it is released shortly. But I can't honestly say that I think Lines of Departure is deserving of a Hugo or even a nomination. I could, of course, say the same for most of the other nominations I have read.

I can't imagine anyone wanting to be associated with the Vox Day/Rapid Puppy/Gamergater outreach slate. And looking at how things fell, it's clear that it's the Rabid Puppies slate that swept the nominations

And Vox Day just basically doubled-down on all his horrible opinions (some races inferior, women should be breeders not educated past high school, women shouldn't vote because they only vote for candidates they'd like to sleep with) in a soft-ball interview at: What Vox Day Believes
