for a couple of days ago I developed my own tool to manage my clippings data.
It supports multilingual formats ans has its own search engine to find specific notes. Further, it supports setting features for tablet users. You can download it http://www.yups-blog.de

I'm not sure if my tool performs with non-latin letters. Therefore I would be
