I feel obliged to point out that all Kensington books are promo-eligible in the US, and B2G1 amounts to a 33% discount at best.

It's not just Smashwords books that are not added to the library.
I've encountered the same problem with Dutch language books of Dutch publishers. On a few Dutch webforums others have mentioned the same problems.
Some even received a personal promo code that didn't work. The customer had prove she/he received a coupon code (sending screenshot of the mailing).
Information that must be readily available or retreivable at Kobos back office.

Kobo's answer on books that couldn't be downloaded:

@Anak thank you for alerting us to what's happening in the Netherlands.

Kobo seems to have had troubles emailing account holders discount codes that don't work from a number of different reports here. Likewise Kobo's got problems with links between publishers and themselves not always working.

Let's just hope that they're working on it!!
