I can vouch that I have traveled to "purchase" free books that aren't available in the US. I do second the Google Play suggestion though. They are my second (behind Kobo) ebook store that I go to. They regularly price match Amazon and I've never had any issues with their books.
I was not able to travel to a number of countries to take advantage of some savings. That was in January 2015. People here seems to confirm Kobo has put a stop to traveling.

How do you price match the Google eBooks? Do you email them and provide a link? Is it any stores or just limited to Amazon? I noticed the eBooks from booksamillion.com are slightly cheaper than Amazon.

I'm having trouble with multi-tabbing.

I opened my 2 different accounts and successfully bought 2 books using the same coupon.
One account is fine.

The other account: I have a receipt that shows the discounted price. The book shows in my purchse log. However, the book is not on my reader, and it is not in my KOBO library. When I search for the book, it shows the "view in library" button, but when I click the link, it takes me to my library, but the book is not there.

I contacted KOBO, and am waiting for a response, but I figured it was a fluke. I tried to purchase again today with the two tabs, and the same thing happened.

I "purchased" a free book and that went into my library just fine.

Soooo....I'm wondering if it is a multi-tab purchase problem.

Yes you can travel to anywhere and buy ebooks - but - the Contest codes can only be used in UK CA and US.

Ignore comments that say you can't travel (if there were any).

Orbit's tricky, because the books they publish in one country with one ISBN will often switch to a different ISBN or publisher in another country. Their georestrictions are a lot tougher to get around; it's possible, but you have to get crafty.

Personally have yet to find a discountable book from Hachette's Orbit and Grand Central in the PH store. India's pretty good for them if available, though. And you're right—some titles are licensed by different publishers in some countries. Lucky when that's the case.
