Not quite. You can still easily do it, but the coupon codes only work in US, CA, and UK now.
I can vouch that I have traveled to "purchase" free books that aren't available in the US. And I did make a quick trip once to buy a few BHP books I wanted that were deeply discounted in some other country, but not the US. I try to avoid it in general, but I had no issue and that was only in November and/or December.

I do second the Google Play suggestion though. They are my second (behind Kobo) ebook store that I go to. They regularly price match Amazon and I've never had any issues with their books.

ah i remember it was changed a while ago for no reason, sorry if forgot. There are lots of other places to talk about drm and such at length. Its is in my mind primarily a thread for discount codes regardless of the title change.

Have you tried looking on the old system? There are a number of books which show for sale on the old system, but not the new.

Using IE9 I've found 'Symbiont' and 'Parasite' on the Norfolk Island site, USD11.49, which usually means that countries like Singapore and Mexico also have the same book at the same price.

But, will your code work on the old checkout?

I'm finding Symbiont for 21.19 on Chrome and then I get not available in Norfolk Island. Using Dolphin Browser it's there for 11.49, but I get "Invalid promo code".

My first contest! The result. 10 coupon codes, none higher than 35%. And 35% seems generally to be the level at which Kobo becomes price competitive with Amazon. Of the limited selection available to buy with the coupon discounts there is nothing I am currently inclined to purchase. A washout so far. Unless, of course, I win the grand prize. Kobo isn't allowed to discount the books as I understand it (they are under something similar to the agency thing that went on in US). When those coupons worked, they most likely were not supposed to work so Kobo was probably losing a lot of money on them!
If Google Play has the popular, if not most, books from the big 6 and are in ePub format, it will be worth a try. But price must be able to beat Kobo Canada.
