I understand Jon's concerns about Dany Laferriere's book, but while I do think the author is playing off people's stereotypes in his choice of a title, I would be greatly surprised and dismayed if the book was at all racist in tone. I view the title as purely tongue-in-cheek. This isn't to say it hasn't caused controversy. When the film version was released in 1989, not only did several major newspapers refuse to publish ads for the film, but the NAACP boycotted it. My own suspicion is that they were all being over-sensitive in this case and that the hullabaloo surrounding the book and the film was a knee-jerk reaction to a title that was intended as a jest on an existing stereotype rather than a reinforcement of the stereotype itself, but the only way to know for certain is to read the book.

It's still a racist title no matter the book's content. Highly acclaimed in most cases means it's rubbish. A lot of award winning or highly acclaimed books aren't worth the praise.
