What I see, is some publishers seem to use PAPER rules for their Ebooks.
(they probably don't even read those books on a typical reader device)

They look fine on a Big Paper Page where part of the goal is to make a book of a certain (marketing strategy) heft. This is thinking in an era of largely, Internet sales and E-books

Given how a lot of eBook look, I have to agree that the people making them don't actually look at the finished eBook or they might actually fix the funky formatting.

It is exactly this frame of mind that has pretty much destroyed all standards in modern (and especially American) life, and made our environment so ugly.

Mass murder is not bad; it's just different, and besides, what about the Battle of Wounded Knee ("Letters from Iwo Jima")?
