You can either edit the device's configuration file and change the value of the numPartialUpdatePageTurns variable in the [Reading] section, or else there is a `Custom page refresh options` patch (see this thread) that changes the menu options on the Reading Settings page to allow values other than 1-6 pages.

Please make sure though to edit the config file (.kobo/Kobo/Kobo eReader.conf) with an editor that understands Unix style line-endings; on Windows many of us use Notepad++.
