Actually, it doesn't. I've been looking for some older Tor eBooks available in the US, but not available anyplace else I've tried including Afghanistan. So to be fair, I don't think any other country is exactly the same as the US.

If you want to buy books from the U.S. using a coupon (even non-eligible books), you can do it if...

1. You use payal
2. You don't multitab the order.

In this order:

Shop on the U.S. store, click to buy the book you want, select paypal as your payment option, change your country from U.S. to Afghanistan, relesect paypal, click continue, put in your coupon code, click checkout.

This method exploits a loophole in how the kobo website verifies which country you're shopping in. Multi-tabbing messes it up though, so don't do it.


... I assume Kobo will figure this out eventually and fix it, but it works for now.
