I'm a credit card merchant, and the terms of my agreement with both MasterCard and Visa prohibit me from sending goods to anything other than the cardholder's registered billing address, for that very reason.

True, but a lot of comapnies don't have this issue.
Most people get stuff ordered online to their work address.

I don't want to start a discussion on methods of committing fraud, but consider the options available.

Thus Amazon delivery to locker or convenience store may spend effort on checking that the person collecting has the authority of the customer but little on his actual identity.

Certainly around these parts, Amazon's local "deliver to locker" service requires some form of photo ID, such as a passport or driving licence, on collection of the package.

Can you send your boy/girlfriend to do the pickup ?

In UK at least one courier org takes a digital photo of the delivery location with date and time.

No. They simply verify your identity, as I said. Just the same as collecting a parcel from the post office, or any other delivery company (DHL, etc).

In France they don't do those checks, they just ask you to sign an electronic document. Several times my parents have been asked if they could get a parcel for some neighbours by the delivery guy

To clarify, if someone delivers a parcel to your home, you just have to sign for it, and it's normal for parcels to be left with a neighbour if you're not at home. I was referring to the situation where you go and collect a parcel from somewhere. In that case, you'll always be asked to provide ID.

Okay, HarryT I misunderstood your previous post.
Nonetheless, I don't like neighbours getting parcels for you since no one can know if you're in good terms with the people living around you. I see how it can be convenient for everyone involved (maybe not much for the neighbours), but I like something ordered by someone to be delivered to said household. I might be a little old School here and maybe my views will evolved on that point.

In this day and age, it's normal for no one to be home during regular business hours, when deliveries are made. Having someone at home all day is a luxury that many if not most can't afford anymore. So, yes, only delivering to the target household is old school. If the package is not delivered, the intended recipients have to get themselves to the depot to pick up the package, and that usually means taking time off work and traveling far out to where the cheap industrial properties are.
