Now for a question somewhat off topic. I noticed that Kobo didn't charge tax this time (in the US) as in my previous purchases, is this something new?

I'm so spoiled by the coupons, yesterday I helped my boss to buy a book from kobo, the book wasn't couponable in Portugal, so I tried traveling to some of the countries that I know coupons usually work, I had no luck, in some off them the book wasn't on sale and on another at the checkout appeared a message that the book wasn't available at my location, so he ended buying the book full prove 10 €, my hart ached, all I could think is that with 10€ I could buy 10 books with coupons.

And to rub it in the wound in the homepage was a 30% coupon, I didn't write it down, so I now went to look for it and can't find it anywhere.

The place for a promo code is AFTER that screen. I think they hope you will forget. It feels like you are placing the order, but the next screen should have the space for the promo code. I avoided buying 3 books because they don't put the promo spot on that page. I just didn't trust them. But try going one more page and look for it. I'm in the US also.

It varies by state. I can vouch for the fact that I have paid state tax (accidentally) because I didn't think about putting my correct state in.

I don't think "hoping you forget" is necessarily the real reason. A lot of websites have the coupon/promo code area in the exact spot. Although most sites don't ask for payment information before the confirmation screen.

It's danged confusing. I only tried it after asking two different people. It's even more confusing because there is a spot for a gift cert on the first page.

They could possibly try a little harder with their interface and in telling people what type of file they are buying and so on. No, really, they could.

Very welcome and I completely understand. I waited to try it until I had a book I wanted that was 2.99. I didn't want to risk much...and then I found the spot for the coupon so it worked out.

But even now when I go to buy a book there, I'm holding my breath, wondering if the coupon slot will be there...or if I'll suddenly be at paypal...
