If you're getting the note as a pop-up as soon as the tab reloads, try going back to the previous page and manually selecting the purchase again. That may change your session ID and unlock the block.

It's working for me in Firefox; it doesn't work for me in IE. It still won't work on Agency books, however; you'll need to travel for those. "Unable to apply promo code" generally means it's agency (I tried it on a S&S book where the odd price led me to assume it was couponable).
