It's very relevant to this thread. You are paying with PayPal correct? I'm thinking the PayPal form is on the wrong country. This indeed is a Kobo issue. See before you log in to PayPal if there a country box on the Credit Card form below it and what country it is on.

Is there a way to reliably tell when a book is eligible or not? Even when they seem to check all the boxes on page one (non-agency, code is still valid/valid for the country) most of the books I pick out seem to not be applicable.

If the price ends in .99 or .49, then it probably won't be discountable. I don't know whether this applies to the US store.

Why are some books still not discountable after that lawsuit?

This drives me nuts also - I wish they had some type of icon or indicator to let you know if the book is eligible instead of always having to go through the process of applying a code and then finding out it is not.

When I search for a book, on the left sidebar, you can choose by category, language, media type, and below that you can choose only items eligible for promo codes. It's not the most convenient, because you need to go via search, but it works.

I look for the author and the book I want and then click on 'Eligible for promo code'.

Of course that's only if your country has Kobo's new look website. (It's not a feature of the old look website).

Also bookriot50 still works on discount eligible books.

You're referring to the US lawsuit? If so they are discountable and Kobo and others are discounting books from the big publishers (although Kobo doesn't seem to do it as much as others like Amazon). For a while they were promo code eligible at Kobo, but then Kobo made them ineligible again. Not sure why they were made ineligible again, but IIRC part of the agreement in the settlement was that the seller had to make an overall profit on each publishers books. My guess would be that due to all the high value codes Kobo offers they were taking an overall loss on books from those publishers so they stopped taking codes for them.

Try shopping in India and a few other places for those books

I see all the options you indicated EXCEPT eligible for promo code. I am in the US so not sure if that makes a difference.
