I had that happen to me. I was trying to buy Paul Henry's new book. I never received the book or a refund. After many frustrating and totally useless emails back and forth between myself and Kobo I posted a complaint on their Facebook page. I did then end up getting a refund but not the book. They told me there was a problem with the file at the publishers end but couldnt tell me when or if it would ever be fixed.
This was just one of many issues I have had with Kobo over the past couple of months and it very unlikely I will ever buy from them again unless I have a very high discount coupon.

Also tell kobo that it's your bank that determines whether or not they accept a PO Box address and not kobo.

It is bizarre. It has worked for the last 3 years or so, for more than 130 books. This is the exact wording of their 'help':

*If your billing information on your credit card is a P.O Box address, please change it to a street address. *The system does not recognize a P.O Box address.

The first time i 'bought' the book they charged my credit card, and then reversed the charge. This time they have charged my CC, but not yet delivered the book to my library.

I see they have still not fixed the Paul Henry Outraged file. You can tell by trying to download the sample first. If the sample wont down load (in this case the sample is in my library but there is no download button for it) it will not download if you buy the book.

What also really annoys me is when they stuff up like this instead of refunding your money, they credit your Kobo account which forces you to have to buy from them again. I think if they screw up a purchase they should refund your money back to your credit card so you can use that money to buy from a site like Amazon that actually delivers what you buy.

I think there has been 4 books now that I have bought that I was never able to download. I wasnt given any choice for any of them, all were just credited to my account.

Heres a new oddity.
My sister wanted a new book and since I could use the 85off code I bought it for her. I was logged into my New Zealand account, that has all my address details correct. I chose to pay by Paypal.
The book was $4.32NZ but when it went to Paypal it charged me $27.70HKD. I know that by the time its converted I was charged the correct amount but why was I paying in Hong Kong dollars when I was using the New Zealand site and have all New Zealand details?
It was even a New Zealand published book.

Your NZ address wasn't accepted by Kobo even though it said it was accepted. It happens to me frequently. You have to hit save twice when changing account details.

I used my main account that has never had anything but my correct details. I've never moved countries with it.
Its not a big deal, I was charged the right amount and actually received the book, which is always a nice bonus, I was just surprised as I've never had that happen before.
