The tissue makers call them elevators. It's really perforated lines at the bottom of the box. You rip them and fold them up to meet together. This makes the last tissues sit up higher in the box. The Sorbent brand has them here.

I just thought the idea of elevators in tissue boxes was a giggle when they first appeared.
