Well, there is your answer. You have not registered it so no access to the dictionaries. If you can register it, you can get teh dictionaries.

My Kindle is not stolen or blocked (neither blacklisted). I could easily register it and already talked with amazon services where they disabled special offers for me (for free! ). I bought it through ebay from US and I am living in Germany.
Then register it, and you'll have your dictionaries. What's the problem?

I am sorry maybe you wrong understand me. When I get kindle, I deregistered it and registered with my account and it was easliy without any problems, so I assume that it is not blocked or blacklisted. It is registered.
