The GPS's sold for hikers generally have reflective LCD screens, with an additional backlight for use in darkness. There are ebook readers (eg the Jetbook) which have reflective LCD screens, but they don't work well in poor light.

I'm pretty sure my dumbphone has the same reflective+backlit screen.

Those for cars run off of the cars 12v battery. They have power to burn and so can keep a strong backlight on all the time. That isn't an option in a handheld device.
