Yep PayPal charges foreign transactions fee if you use their credit card form to pay with. I stop doing that and use the other one when it works. If I pay PayPal to PayPal though no fee.

I'm in the US and have made a couple of purchases at the Kobo UK site via PayPal and have not seen any foreign transaction fees from either PayPal or my bank. I'm using a direct transfer from my checking account via PayPal, so that might be why. Kobo shows my total as £2.99 and PayPal shows the total to be taken out of my account in dollars (just under $5), so PayPal appears to be doing the conversion.

It depends on your credit card, no paypal. I've bought in USA, China, Canada, UK, Netherlands, Syngapore... with a Spanish credit card and no fee... with a card, I have fees or worse conversion types with others.

All very inconsistent regarding foreign transaction fees. It sounds like the best thing to do is experiment with various payment methods to determine which avenue is the least expensive and disruptive.

I noticed that Kobo now accepts Amex and Discover for US residents.
