such a waste of time and resources. they may scare uncle Bob, but real pirates will know how to circumvent any measures in place to catch them. nothing will change, though you can bet they will make an announcement with lots of fanfare about how much piracy has been reduced as a result.

They don't have to stop the real pirates. They only have to discourage the people who do it because they think they're hiding behind anonymity (when they aren't). In the long run, it will likely have a stronger impact because people are more likely to make mistakes.

My main concern though is how they define piracy. If they define it based upon the protocols used, then it there are going to be a lot of false positives. Even though the majority of people use peer to peer for illicit purposes, some people do use it for legal purposes. What is their definition of fair use going to be? Being backed by industry, it is likely to be a much lower threshold than the law would define. And what are they going to do about people who just don't understand what is legal and what isn't? It's easy to say don't download anything unless you buy it (again, industry bias), but some stores sell illegal goods and some people legitimately offer free books/music/software.

We have had that in effect for some time now, but it seems to have made little difference. The ISPs won against court case that sought to hold them responsible for their user's actions. The worst you get now is a "naughty-naughty" warning from them. I have yet to hear of anyone actually being cut off. One ISP, if it finds a user using a torrent to download pirated files, will temporarily drop the customer's speed back to 64Kb/s. That's slower than dial-up. When the customer realises that it will take them months to download a new release HD movie they give up and their speed is restored.

With QuickFlix being so cheap, and the downloads so fast, why bother pirating? Quickflix has current release movies available at less than the cost of a single cinema ticket. It also has a huge library of 50,000 older movies and most popular TV shows. $14.99 dollars a month for unlimited downloads.
