Are both Kindles registered to the same Amazon account?

If so, just use your "manage your Kindle" section under the "Digital content" link in your Amazon account, to transfer books from one to another.

Why not? If the books are from Amazon, they would have to have been registered at some point. If the books aren't from Amazon, they are DRM-free. But, you should check out the policy of the site you bought them from, to see if you can share them with another user.

Use a computer to transfer the books

I am not addressing the issue of whether you should register either or both Kindles with Amazon (if you own the hardware it's your business how to use it), or whether you have the right to store or read the eBooks in question on any particular device. But you can easily transfer the files using a computer, either in Calibre or in your computer's file management system. In either case you will be doing this via sideloading, i.e. using the USB connection.

Calibre makes this pretty obvious -- you can have more than one external device associated with your library.

If you don't have Calibre installed on the computer, you need to move the book files from the first K on to the computer's hard drive, then from there on to the second K. Make sure you put the files in the same folder on the receiving K as the one they were stored in on the donor K.

If the books are DRM-free, you should be able to open and read them on the second K.

If the devices aren't registered then you won't be dealing with DRM'd files. Hook up Kindle #1 via USB and copy the contents of its 'documents' folder (or the specific books you want moved) to the 'documents' folder on Kindle #2 and you'll be good to go.

I second using Calibre. I use it to catalog all of my ebooks and transfer them to my various ebook readers.

IMHO, the simplest method is to copy the "Documents" folder from one K to your computer via USB and then copy its contents to the "Documents" folder on the second K.

That said, if the two devices will continue to be used (e.g. you're not retiring one) then calibre would be a very good choice for the ongoing library management. If continued use of both is your plan then I would suggest using calibre for the initial copying. Simply install calibre, connect the 1st K and use calibre's functions to import its library, and then eject the K. Now mount the 2nd K and use calibre to copy to device. You then add future books to calibre and use it to Send to Device.
