It's a shame that comes from SF Signal, a site which has gone on record as refusing to accept or review independent works.

While I agree that it's a shame (lots of good self-published stuff out there), there is only so many hours in a day and a lot of self-published is crap. If they reviewed your novels or Hugh Howey's Wool series, why shouldn't they also review Joe Schmoe's World Famous POS and every other book that appears from the slush pile. You've got to realistic Steven.

So they'd have to do some prescreening work. Like it would kill them. Or any other organization, for that matter (I'm also well aware that they're not the only ones who refuse to review indie work).

The Hugo may be open to some indie nominations (I think there have already been some, if I'm not mistaken. Maybe in the shorter length categories?). The Nebula, I'm afraid, will be slow to change. The SFWA controls that. I can't see them nominating an outsider. What matters to me is the reader, of course. If they can find good, cheap reads that are professionally edited, I'm stoked.
