So, no one needs Bliss, it seems...

Anyway, reallocated a bunch of gifts to hopefully where it'll do the most good. I don't need anything in particular (except maybe to not receive so many Bliss gifts).

And work my way up to reciprocal-allying with the last 3 people out of the 20 who've done so thus far.

The system keeps giving me more Bliss. I try to spread it out to random people when gifting it, but I might've just sent you one too. Not too sure. Sorry.

Is it just me or does the city cores become somewhat useless at higher levels? Even when upgraded they don't provide nearly as much as a normal asset of the same level.

You just got all my Bliss and helped me clear out a significant chunk of my gift hoard.

And apparently taking Whacks now eats up substantially more of one's Military than paying them off, to about 20x the Pay to Go Away price. Good thing I built up a surplus of all my resources before levelling (excepting Bliss and Pop, which keep growing on their own anyway).

Another handy tip: If you want to get rid of drop package assets which you aren't allowed to sell it's a good idea to use them while upgrading city cores. (Don't know if it's been mentioned before).

I'm trying to work out how to charge an Asset that is at 0%. Any help (or does this happen automatically at the new cycle)?

It happens automatically per cycle. The assets on a 'Quick charge' square takes 2 cycles to fully recharge. Those on normal squares take 4 cycles.
