Which in some cases is the same ISPs pushing this through. AT&T and Verizon I know both sell mobile internet. I am sure some of the others listed as being part of the push for this do as well.

I doubt that there is a definition of piracy (legal or otherwise) relating to copyright infringement... the use of "piracy" relating to copyright infringement seems to a term used by the media as it is more exciting and and uses less space than the legal term of "copyright infringement"
