Are you talking fresh or canned? Fresh jalapeños sans the seeds are not that hot, but you're talking about canned, they are made hotter by marinading with the seeds, which makes it soak into the jalapeño flesh, and I would guess that vinegar is near the top of the ingredient list, which ammplifies the heat in any spicy dish. If you look at Tabasco vs Frank's, ingredient priority determines the heat. To me Franks is tasty while Tabasco is less flavor and all burn.

For a tasty treat try fresh slices of jalapeños, sans seeds, on top of cheddar slices. Fresh green flavor, the right amount of heat and soothing tasty cheddar. Yum! Yum!! Warning! Highly addictive!!
