It refers to the practice of gaining access to the Kindle's operating system to permit you to do things to the device that the standard user interface does not permit.

Thanks for that!....can't see the connection between 'jailbreaking' and modifying a device....in 'days of old' it would probably have been called tweaking

I think it was an original name of a certain hacking software. Since then it took a more general meaning.
Like all vacuum cleaners became Hoovers.
