I definitely notice covers, even for ebooks. Once I buy a book, however, I'll completely forget the cover. It'd be nice if I could configure my Kindle to display covers in my library. I could use the right button on the 5-way to view it, but I'd like to see it by default.

Sometimes it's nice people can't see the cover of the book you're reading. Baen has some pretty gawdy covers.

Lately, while using Librarything, I have noticed how easily I can remember a book's cover, even years after I have read it. I may not remember it from scratch but I can usually recognize it from the covers LT proposes. So I guess covers are important to me, though for some books I'm happy I don't have to see them any longer now that I read e-books, since they are much too often ugly.

I will read a review if it's an author I'm not overly familiar with to see if I might enjoy the book. For an ebook you can't go wrong with a decent sample.
