			I think it used to be that way in quite a few places, I know it was for sure here for awhile.  my Mom grew up on the east coast and did a lot of train travel.  she tells a story of having gone to the bathroom, washed her hands, and had taken her ring off to do so (which I never understood outside of a surgery suite. anyway...)
