Can't load books from pc to kindle 3

So when I buy a book from amazon.com and download it to my kindle pc app its locked to that particular app and I can't drag and drop it to another device because it wasn't purchased for that device. Can You explain in a little more detail ie can I go to my account and request form my orders that another copy be downloaded to my computer and than transfer that via usb ?

It is locked to the PC yes. You can download for another device from the Manage my Kindle website.
