I'm interested to note that the government spokesman, Lord Triesman, specifically says:

he said that the government had no interest in "hounding 14-year-olds who shared music", it was intent on tracking down those who made multiple copies for profit.
I think that's a very sensible distinction to make. It's people pirating music for profit who need to be stopped, not 14 year olds downloading the odd song.
