Is it possible to insert a link inside an epub book that points to another epub book?

How can I do it?

No
You can not chain EPUB.
If your device supports a browser, a link to a site might be opened (internet available)

I do a epub test with:
<p class="msonormal"><a href="el_mago.epub" class="pcalibre1 pcalibre">El mago de Oz</a></p>

I opened with extension for chrom EPUB READER.
With inspector I see:

chrome-extension://jhhclmfgfllimlhabjkgkeebkbiadflb/el_mago.epub

Can you think of any way so that I can open the workbook that is locally?

I don't know of may who read ePub with a web browser. Also, if you do find a programs/app where this works, it will most likely be a one off (or maybe a two off). IMHO, it's bets to forget linking two ePub as it doesn't work in most cases.

Thanks.

I know an user that have many information en ISILO format that share with anothers.
In this format he can linked many books.
In this way he sends only the new or updated files each month and his users have all the info offline.

I don't know why he doesn't want to depend on being online for users to access information. I guess he will end up convincing yourself that today everyone has access to the internet without difficulty.
