Get a lot of people crawling through the Internet wires to steal stuff from you, do you?

I don't doubt there's plenty of ways to scam sellers -- my cousin accepted an overseas check and immediately shipped her laptop to Nigeria...really -- but I have no idea why eBay should be singled out over--well, any other possible way to buy and sell stuff. We used to get scammed and outright robbed all the time when I worked in brick and mortar retail.
For myself, the worst I've had to suffer is a non-baying bidder, and eBay returned my listing fee in that instance.

One of Ebay's new innovations is when a buyer says they're not happy with an item they get a refund and don't have to send the item back. It used to be that your money was safe from thieves if you sent it recorded delivery, but not any more.

I do know that in a dispute they do tend to be buyer-friendly, but I'm not aware of the policy you are referring to. Do you happen to have a link handy?

That Distance Selling law is interesting. I'm not sure if we have anything like it in the US. But in any case, that's a matter of law, not eBay specific at all, and I'm trying to find where eBay thinks it can take a refund from me and not have the item returned. (if they want to give a refund out of their own pocket, more power to 'em.) Last I heard, eBay doesn't even require a seller to allow returns, but I haven't read on it recently.

Or a reaction to entertainment industry clampdowns and domain seizures. The more difficult it becomes to download pirate content the more sellers like that will come forward to fill the void. It will be interesting to see what happens to entertainment industry profits when people are forced to buy copies from people like that instead of downloading it for free. It's unlikely they will continue spending 4 times as much on legitimate digital content when their disposable income is reduced in that way.
