It was too easy. It is supposedly used by a very well-known software company as an interview question for prospective employees. The point is that you can turn a square cover and drop it diagonally into the hole, whereas you can't do that with a round one.

OK, this has a US bias, so for non-US people, I'll mention that the US has just four kinds of coins less than a dollar in value
$0.25, $0.10, $0.05 and $0.01 (quarter, dime, nickel and penny) What's the most money you can have in change without being able to give someone else exact change for a dollar? |

Both bottles now contain the same volume of liquid as at the start, so the amount of liquid exchanged between the two bottles must be the same. Since the water bottle is clearly still 40:1 (since removing some liquid doesn't change the proportion), the spirits of wine must also be at 40:1

Oh, I saw something on the History Channel about this. Sears catalog use to sell "remedies" and syringes. Sometime within the last 50 years, I think, is when it became illegal federally. That is the closest I can come to a guess.

It was the Harrison act of 1914. Until that time, there were no illegal drugs in America. Then along came the party pooper and ruined the taste of Coca-cola, which, although not directly including cocaine, did include coca leaves in the original recipe! However, Coca-cola didn't remove all traces of it until 1929, despite several court rulings!

I thought the Harrison act of 1914 was only the first part. Then there was something after that, maybe the Controlled substance Act, that finally made it federally illegal? Wasn't this in response to the Flower Power drug time including LSD; Turn On, Tune In, Drop Out?
